Project: Baseline Study for the SIMS Project
Partner: HELVETAS Swiss Intercooperation Bangladesh
Services: Baseline survey design and conduction; report preparation and submission; policy brief submission.
Duration: May 2021 to November 2021

Helvetas implements the Strengthened and Informative Migration System (SIMS) project, which is a four-year project mandated by the Swiss Agency for Development and Cooperation SDC, that seeks to improve the well-being of migrants, particularly marginalized men and women, through safer migration practices and strengthened service delivery from both public and private actors. In order to implement the project interventions fruitfully, Helvetas sought the support of DEVCOM to carry out the baseline study for this project. Helvetas wanted their baseline study to focus on the baseline data collection for a set of indicators of the project LF, further shading light on gender and social equity (GSE) dimensions, gender governance, and Covid-19 implications for migrant workers.

DEVCOM has provided their support in conducting baseline study for their SIMS project, where they developed tools for quantitative and qualitative data collection, rolled out the data collection, analyzed data, submitted the baseline report, and developed a policy brief. During this process, the following activities were conducted by DEVCOM:

  • Analyzing and reviewing the existing documents related to the project.
  • Designing baseline study along with developing and finalizing data collection tools.
  • Providing enumerators training to the PNGO staffs.
  • Rolling out of data collection and monitoring the data collection phase.
  • Analysing data and submitting the final report.
  • Arranging a debriefing session on the findings.
  • Submitting a policy brief.
